It all depends on what you have access to tool wise. If you have a cherry picker, and some impact sockets w/gun and compressor......engine swap.

If not, you could upgrade plugs and wires. Exhaust manifold, intake manifold(very tight squeeze for some of the bottom bolts) throttle body, remove the entire a/c assembly, synthetic oil, all metal radiator. Headlamps and or bulbs, gauge lights, cd player and speakers.....I can't think of anything else. Oh! brakes.

Strut tower bars are easy, shouldn't cost more than $100 each.
Delete the power steering. It's not easy, but would eliminate the P/S pump as being a parasitic loss and shed some weight. Civics don't need power steering anyway
Fuel filter could be replaced. Should be on the firewall to the passenger side. Along with the other tune-up stuff mentioned earlier (Plugs, wires, dist. cap).
Upgraded guage clusters are nice too. The ('99)SiR one is sweet, and less expensive than JDM pieces. Try local junk yards for best prices (if they have any...) otherwise ebay it!
Front lip install is really easy. Mine is an ABS peice I found for $100. Took 5 minutes to install.
You could make a heat shield for your short ram out of sheet metal stock from the hardware store too...

There's too much to list. Seriously. I could go all day here. What kind of mod do you want to do? Performance, handling, cosmetic? What do you want to change?
